Why don't they ever use names like Charmayne or Tululah for people in these books? or names like you find in soap operas...

They use a variety of names, actually. The ancillaries (which is where this is from) don't get as much attention, so I think they just get stuck with whatever names the writers give them. The regular books get a bit more attention, so there is more diversity in naming.
